Dr. Raley is a native Tulsan. He graduated from Hale High School. He received a BBA in Finance from the University of Oklahoma. After working in the natural gas business, he went to Medical School at the University of Oklahoma and did his pediatric residency at Children's Medical Center in Dallas, Texas.

After completing his residency, he moved back to Tulsa to practice pediatrics. He currently resides in South Tulsa with his wife and three children.
